Dear Madam or Sir,

Please find enclosed the following documents:

- My marriage certificate and its English translation.

- My husband’s death certificate.

- USCIS’s approval notice.

As you can note it, I got married to Mr. [tên họ của chồng bạn], a U.S. citizen, on [ngày kết hôn]. He filed an I-130 petition for me on [ngày nộp đơn bảo lãnh] and I had a visa interview with an US consular office on [ngày phỏng vấn]. However, I got a refusal letter indicating that my application was under review. Unfortunately, during the wait, my husband passed away on [ngày qua đời].

On July 20, 2011, when I came to the US Consulate General in Ho Chi Minh City to submit a copy of my husband’s death certificate, I was told that my visa application would have little chance of being approved.

According to the FY2010 Appropriations Act signed into law on October 28, 2009, by President Obama, if the Form I-130 was approved before US citizen petitioner’s death, it will automatically convert to an approved I-360 and the child of the widower will be deemed to be included in the converted Form I-360.

Consequently, I beg you to intervene on my behalf so that my children and I can immigrate to the United States since I entered the marriage in good faith.

I hereby authorize you to have access to my records kept at the U.S. Consulate General in Ho Chi Minh City.
